Understanding new provincial rules for municipal political donations
In Spring 2024, the Provincial Government introduced new rules for municipal political campaigns. Individuals, corporations and unions can now all legally donate to municipal campaigns, but the onus is now on donors to monitor and regulate their donations.
Who can donate?
Alberta residents, Alberta Trade Unions and employee organizations, and corporations that do business in Alberta.
Individual donors: Donation limits
To candidates
Individual donors can contribute a maximum of $5,000, in total, to candidates for municipal office in any single year.
For example, if someone donated $1,000 to a candidate for mayor, they would only have $4,000, in total, left to donate to any other candidates they wished to support. If someone wanted to give an equal donation to candidates in each of the 14 wards, and a mayor candidate, the maximum would be $333.33 each.
To municipal parties
Individual donors can contribute a maximum of $5,000, in total, to municipal political parties in any single year.
Corporate: Donation limits
NOTE: Corporations associated with one another under section 256 of the Income Tax Act are considered as a single corporation where donations are concerned.
To candidates
Corporate donors can contribute a maximum of $5,000, in total, to candidates for municipal office in any four-year election cycle.
The example above also applies to corporate, union and employee organizations.
To municipal parties
Corporate donors can contribute a maximum of $5,000, in total, to municipal political parties in any four-year election cycle.
